Agency Tiers

This issue is a placeholder for brainstorming a tier system for transit agencies. There are 189 fixed route bus agency operations.

Brainstorm on Tiers:

1. Tier one: general email. This tier is one that either doesn't engage back or needs very little support, doesn't have fixed route
2. Tier two: Has an AC connection, has fixed route buses
3. Tier three: involved in past or current pilots,
4. Tier 4: very involved.

Tier spreadsheet has been updated based on feedback, ratios have been included, and I've started to play with the numbers for assignment/workload breakdown with the ratios factored in. 2 "clean" tabs were created for Jeremy and Erika to review.
