Summary

A user story should typically have a summary structured this way:

  1. As @owades (GTFS guidelines checks product owner)
  2. I want access to validations from validator version 4.0.0 (v4.0.0 MobilityData/gtfs-validator#1283)
  3. So that we get automated checks on the fares v2 spec and other updates.

Acceptance Criteria

v2 pipeline is running the new validator version.
