With the introduction of contextual tuples on #339, we can avoid adding tuples for all roles/groups that are created to give admin permissions (https://github.com/canonical/identity-platform-admin-ui/blob/main/pkg/roles/service.go#L133). Instead we can add this as a contextual tuple to the check whenever someone tries to edit a role or group.
