I am using Moodle 4.1.9.

I installed the ranged rubric plugin and tried to use it for marking a forum - it has advanced grading as an option.

The forum grading using the Ranged rubric does not allow one to input a grade within the selected range.

It does not save any grade/ send any grade to the grader report.

Is this a known issue?

I don't think we have ever used it with forums so it's not a known issue. If you can provide detailed steps to replicate that would be helpful.
