Description

Pre-publishing modal requires inputs but there is no indication that each field is required, only shows up as an error.

Steps to reproduce

  1. Go to GC Forms Staging
  2. Create a draft form
  3. Meet all the publishing requirements
  4. Click publish
  5. Leave everything blank in the modal and continue
  6. See error

  • Viewport: Desktop

Expected behaviour

Help users avoid/prevent encountering error.
Provide signal that fields are required.
