Build new RPMs for these based on latest published version at the time, or reassign this to Andy near the time of the planned JAP release so that he can do so.

cf-python updated to 1.5.4.post1.

cf-plot updated to 2.1.35 and python package renamed from python27-cfplot to python27-cf-plot
tested with example at http://ajheaps.github.io/cf-plot/, copying netCDF file from Reading systems

cf-view also updated to 1.0.4. Python package similarly renamed python27-cf-view.
Tested with copy of example data file, and a quick plot was okay, despite it raising the exception reported at NCAS-CMS/cf-view#14

David has released 1.5.4post3. Include this.
