[EPIC] Cel-shed tracking issue for reusable commands and utilities

Context

As we start growing the project there will be a lot of cases where we need to quickly execute some logic to test something or to prepare something. One of such cases is sending varied blocks in the real network to test DASing and/or retrieval of shares by namespace.

I propose the name cel-shed.

List of useful commands

• Send payForMsg with configurable size
• Generate p2p private key and print is public key with peerID into stdout.
  • Useful for Node deployment to pre generate keys and set static keys.

Pls, constantly add your ideas here and implement new cmds once scaffolding is done
