Prevent inclusion of ASCII Characters from XCCDF File

Currently, non-ASCII characters can slip in from the STIG's XCCDF XML file's metadata fields. This can cause issues with Inspec executions. Specifically, non-ASCII single and double quotes have leaked in.

We need to prevent the non-ASCII characters from leaking into the profile's control code.

So that Inspec executions are not negatively affected by the characters.

Non-ASCII characters should be replaced with their ASCII equivalents.
