Bug: Subscribe to certified records

After doing some testing and observing the debug logs as in #9 , it was observed that we are getting the same message more than once from the subscribe certified.

I am guessing the potential reason possible can be that the client is returning the message before the quorum is reached or something similar.

Below are some logs which shows the issue in a DATO network of 3 validators
