ciao-controller should limit the number of simultaneous events/commands it processes

it's possible that we might run into issues where ciao runs out of pids or memory due to simultaneously trying to do too many things. Ideally we'd implement a queue for events & commands that would limit the number of simultaneous requests it processes.
