📝 Provide detailed reproduction steps (if any)

  1. Go to CKEditor 5 builder, with this predefined setup - https://ckeditor.com/ckeditor-5/builder/#installation/NodgNARAjAdALDKFJQBwCYQDZWrgTjgFY50p8198AGEIgZlWvXv1RAxBHvuuQgCmAO2TUwwKGDFjJMgLqQAxlgH4QAM3QQ5QA===.
  2. Switch to Editor Preview.
  3. Insert an image via Open file manager button.
  4. Enable Track Changes.
  5. Focus image and try to edit it via Image toolbar Edit Image button.

✔️ Expected result

Editing an image is possible.

❌ Actual result

Edit Image button is disabled.

  • Browser: Chrome
  • OS: macOS
  • First affected CKEditor version: Not sure, tested with latest one (43.1.1).
  • Installed CKEditor plugins: See described setup.
