per bundle license information

I'd like to be able to get aggregate license info from the 'bundle-info' subcommand. It might then also be nice to have an excludes file in /etc by which I could prevent swupd from taking an action which would bring in content under a license incompatible with my usage. Of course all of this would need added on the server side too. As a user of ClearLinux the licenses file is too aggregated and making choices deliberately requires me to perform a costly search of https://download.clearlinux.org/current/source/SRPMS/*.rpm.
