[RFE] Allow configurable prometheus memory limits #599

Describe the bug
Prometheus memory is unbouded, which means it can consume all node memory and starve other pods running on the node.

Completing this enhancement means cluster-monitoring-config template allows for prometheus memory limits to be configured.
