epic(scanner): Implement SAP Advisory Scanner

SAP Vulnerability Advisory tool automatically collates CVE information from NVD and publishes them as SAP CERT Notifications (SCNs).

The primary and source-of-truth feed that the tool uses is the National Vulnerability Database (NVD). But it also uses feeds from vendors - MITRE, Red Hat, SUSE, and Microsoft to complement and add information to SCNs populated by the NVD feed.

The scanner will there for scan for SCNs.
