CNCF TAG Contributor Strategy Charter on cncf/toc/tags/contributor-stratagy is outdated

CNCF TAG Contributor Strategy Charter was last updated May 2021.

The document could be updated, but the constant evolving nature our the TAG and it's work it would soon be out dated again.
A better approach might be to write shorter a more generic overview of the TAG, not mentioning specific working groups or people, pointing to the TAG's Github repo where we are keeping things up to date as they change.
