Review the current data classification workflow for user experience improvements.

Some suggestions from @doub1ejack:

Remove or improve the help text to be more succinct
Remove unused navigation tabs
Allow the example records to be collapsed
Remove superfluous "Classify Call Type" header
Move "View all APCO codes" button to the right of the search bar
Display the local call type in the summary
