How to make comfyui load a custom default workflow (docker)?

Hi, i'm trying to make comfyui load a custom workflow via a cloud docker container, but it won't work.
Here's what I've did:

1. Placing the workflow into user/default/workflows -> it only shows on the workflow tab on sidebar
2. Setting Comfy.TutorialCompleted to true in user/default/comfy.settings.json -> still loads the default workflow

Any help would be highly appreciated!
