delete exit_sendmail plugin

Users complain about build systems sending too much email. Let's delete the atomic_reactor/plugins/exit_sendmail.py plugin.

That plugin can be skipped by server config. We have users who require those emails

Which users require the emails? They seem to be at odds with the users who complain the build system sends too much email.

I've reviewed OSBS-2267 , and I still think we should remove this plugin.
