Relays page re-design

• Figure out what belongs in the main content area vs the sidebar
• Split relay selections by category, rather than using chips to choose category for each relay card
• Types of relay selections: outbox read, outbox write, NIP 17 inbox, always read, always write, never connect (blacklist), ok to connect (whitelist), allow/disallow auth. These should probably not be presented uniformly, especially the last few.
• Setting for whether to connect to new relays by default
• Tools for discovering relays based on policy or social graph
