Today, ADB uses: maxDisruptions: 1 which is the number of disruption tolerated, NOT the number of node disrupted
maxDisruptions: 1
NDB uses: maxDisruptedNodes: 1 which is the number of node impacted.
maxDisruptedNodes: 1
Having all budgets support both configurations would be beneficial as it will be more explicit to users what is the behavior of the field.
