add mpeg in command flag sections? #655

--mpeg Set output file format to mp3. (Csound 6.18 and later).
--vbr Set MPEG encoding to variable bitrate

I'd like to check with the devs before i put it in the manual: is the text above correct?

depends on libsndfile but > 1.10
I'm on Mint and still use 1.03 so can not test
