Platform version: 7.1.2
Addon version: 0.2.0

Description of the bug or enhancement

Minimal reproducible example

There are several translations of CUBA where the IDP is localized. Turkish for instance
See https://github.com/cuba-platform/translations/tree/master
In Identity Provider add some custom locale in the project properties
Add messages.properties from the needed translation
Start the server

Expected behavior
The IPD login page is localized
Actual behavior
The login page is not localized until locales.ini is not redefined in the project in web/idp/l10n (but not sure it is the most proper way)
