As initially reported by @sbatchelder in a local build, CI is also unable to currently build the Docker images. The error is as follows:

#10 2.230 make: /usr/bin/clang-11: No such file or directory
#10 2.230 make: *** [/usr/lib/postgresql/14/lib/pgxs/src/makefiles/../../src/Makefile.global:1071: src/ivfbuild.bc] Error 127
#10 ERROR: executor failed running [/bin/sh -c make]: exit code: 2
