Need to check toplevel README files of submodules #178

Various of the submodules (cwipc_realsense, cwipc_codec) have external references to their GitHub repo (for example from EU project legacy pages).

We need to ensure that the toplevel README files are suitable as a landing page.

And the same is true to an even larger extent for the https://github.com/cwi-dis/cwi-pcl-codec repo.
