leoric 能不能像sequelize-cli出一个命令行的迁移命令。并且能够执行单个迁移任务

目前支持调用 api 创建和执行迁移任务，看一下这个方式是否符合要求 https://leoric.js.org/zh/migrations

命令行我们看看怎么加上
