Looping back to a Step above with all conditions

We have a requirement for an approval workflow.

When we get to the User Input activity and the user submits the information required the workflow moves to the next step and uploads the documents to our DMS. once that is completed an email gets sent to an approver who then needs to approve/decline or request additional information.

If the Approver requests additional information the workflow would then need to move back up the the activity twhere the requestor submitted all the information.

My question is how would I move back up to that step in the workflow?
