Add the BLE connection priority setting on Android platform

Please add the capability to change the BLE connection priority while running on Android platform: requestConnectionPriority() to the ble plugin. The pull request is ready and awaiting the approval and merge.

It is important to mention that the functionality already exists in the the cordova plugin, the only missing part is its addition to the wrapper.
