change the {{url}} to {{url}}?action=purge , in order to force users to purge the page after overwriting.

(i dont know where the {{url}} should actually be edited, but you get the idea.)

this change pre-empts recurrent reports like https://commons.wikimedia.org/w/index.php?title=Commons_talk:CropTool&oldid=736899406#Distorted_image .
