Create an "inactive" state after 14 days of not accepting/declining applications #98

After 14 days of not having accepted or declined an application, the apprenticeship should go into an "inactive" state where no more people can apply.
this should send an email warning them that they have 1 more week to accept/decline or else it will transition to "closed"
