We thought each CIPRS record would only ever have one jurisdiction, but this is not true. Both District Court and Superior Court offenses can appear on the same CIPRS record. So remove jurisdiction from the CIPRS record model and use the jurisdiction on each offense instead.
Also replace/remove logic in the ciprs-reader repo as appropriate.
