Minimalistic theme for Slow Connections

The CMS can be made to have a lite version in addition to the default template used.... the viewer must be able to switch to the lighter version if his net connection is too slow.... the same with assigning a minimalistic template for mobile version of the site..... So each site will have three templates.... one which is default, another one which is a light version for slow connections and the third one which is mobile compatible
