Simply adding etc/xxx-settings.el insufficient to get settings stored there

related: there seems to be no straightforward way to eliminate an etc/xxx-settings.el file without losing the settings that it contained.

First remove the file, then M-: (custom-save-all) RET ?

From other side - removing settings file and losing those settings in result IS logical. But saving... Meybe some hacky advice to emacs's enternal custom-save function?
