Pull Gridstatus archiving logic into this repo

We created a separate repo for archiving raw data which makes it harder to automate the archive and ETL steps together. Let's move the archiving logic into this repo!

I think it's ok for the gridstatus archiver to keep chugging along the archiver repo for now because the automation project is focused on airtable data. We should migrate this over eventually so we treat all archived data the same way.
