Is it possible to pause and resume the downloads?

I'm thinking of sending a SIGINT signal through CTRL + C, but I'm not sure whether that will pause or stop the download entirely, and whether it also delete the downloaded files.

Yes. Quoting the output of legendary install ...:

[cli] INFO: Downloads are resumable, you can interrupt the download with CTRL-C and resume it using the same command later on.
