Create a user prompt when a newly detected bad behavior is detected which is not configured (follow-up to Issue #3 if granted and implemented).

Algorithm:

if bad behavior detected
  if bad behavior is unconfigured
prompt user to allow or deny the behavior
create configuration entry with symbol associated with the user choice
    record to log

if user chose to allow the behavior
      continue executing
    else
      throw CanaryException with particular cause
    endif
  else
if matching configuration for this bad behavior is marked permitted
and matching configuration for this instance of bad behavior is marked permitted
notify bad behavior was detected but permitted
      continue executing
    else
      throw CanaryException with particular cause
    endif
  endif
endif
