Add support for matching schema of read Avro messages by id

When there is no exact match for {topic}-value subject in the Schema Registry, messages read from the topic cannot be processed as Avro, even though they may follow the standard encoding of 0x0 + {int4 schema ID}.

It would be useful to add a flag to consume that would allow for decoding such messages.
