Buf BSR support

Hi.

We are working on an LSP for the Buf BSR (https://buf.build/product/bsr), which supports depending on shared remote protobuf definitions. I was wondering if there is interest in adding BSR support to this plugin, using some of the feature that we are adding to the Buf CLI to support other LSPs. For example, the Buf CLI can resolve the contents of all files from remote dependencies.
