Clone of Simple Cloud Foundry toolchain (v2)

This toolchain will be used in the iNSIDE Track code competition. The toolchain will use hosted GitLab for repo and issue tracking, , Orion web IDE, and Delivery Pipeline. The toolchain will automatically point the team to their respective repo in hosted GitLab.
