Simbad querying relies on astroquery service being up

The crossmatching code doesn't handle the case when the astroquery service is down. One solution would be to retry with exponentially increasing wait times and exit after a number of retries. This has only happened once, but I'm creating this issue to keep track of it, since I probably won't fix it in the short term.
