Determine if uris_base_dir is a required parameter for uri_to_ic task

The uris_base_dir parameter was included in the original TNO script, but in practice, I don't think it was actually used. So we should determine if we need it, or if the URIs in the uri.lst file are already fully resolved paths. And/or if there is another need for that parameter for future use.
