Is your feature request related to a problem? Please describe.

Threshold values for functions are currently handled via configuration files. This does not scale well.

Describe the solution you'd like

Logged in users that have authorisation to edit functions should be able to configure threshold values via the UI.

Describe alternatives you've considered

None.
