Missing configuration of trigger.conf Freeradius trap notification #187

Freeradius has a method for notification of various conditions, such as radius home server zombie, or dead.
I'm sure others would find this useful as well as myself so I have puppetised the configuration file, following existing format of using a the default installed configuration file as a base for a template, leaving all the comments in place.

I created PR #212, its not a big change.

I am and currently using this in production
