[Dist] check whether dist partition pipeline works with few num_nodes/edges #7793

Description

This is a counterpart of #7779 in distributed partition pipeline.

What needs to do:

  1. create a graph with few(less than num_parts) num_nodes/edges of some node/edge types.
  2. check if partition goes well.
  3. If not, fix it. Refer to [Dist] fix node/edge map for few nodes/edges #7785 about how to fix it.
