Update CMS Rucio Oracle jobs #483

CMS Rucio uses Oracle jobs to update various Rucio tables. Our Jobs' procedure scripts haven't been updated for years. We need to check out the new code and compare it with the running code, especially the one that updates the replicas table. The job ran too long when there is heavy access to the table. Then the update failed. The resync took hours to finish. After we update the job procedure scripts, we will need to evaluate if the Oracle jobs still work for updating the tables.

There are changes in the Oracle procedure and schema, but most of them are for atlas. CMS procedures are mostly updated. We will update ADD_RSE_USAGE based on the below commit when we move to Rucio v32 next week.
