As the sign in journey is handled by the default WordPress login screen, so can registration of new users as well as password recovery.
However, the current default WordPress login screen does not retain query strings when using the "Register" or "Lost your password?" links, including if you subsequently return to the login form. This results in the user dropping out of the OAuth flow.
This has also been logged as an issue in the OAuth1 project - WP-API/OAuth1#193 - but until a solution is provided here, a work around may be required.
