SDK: Update WF Action to publish libraries to NPM under -beta.X and next tags

Task

The latest alpha version needs to be tagged as the latest and will remain like that until we release the final stable version at the end of Q1. Just so you know – this is already happening no changes are required here.

The new runs of the GitHub action should be versioned under the name -beta.x and tagged as next, every new run will increase the beta version in +1.

The necessary changes should be done on this file

1. All SDKs should be published on version -beta.X (We start at 1 for X)
2. All SDKs should be published on the tag next to prevent users from updating the library without warning or a proper migration guide
3. All SDK alpha versions should stay at the latest tag
