Include .Net Standard libraries in existing JS application

Is is possible to Include .Net Standard libraries in existing JS application?

As I know blazor does it but how to do it without blazor?
Why I can't include my .Net libs into my JS app?

Which JS code and JS libs should I use just to load .Net libs?
Is there NPM packages that allows this?

Why Blazor is only positioned as framework as replace of Vue\React\Angular? Why I can't use .Net and JS frameworks as I want?
