Support HTTP3 on other Windows versions: Win7, Win10 #61690

Windows 7 has reached EOL and there will be definitely no new features.
For Windows 10, it's better to ask the OS team. But I'm afraid there won't be. The OS core version hasn't changed since 19041.

I really liked the new HTTP3 feature on .NET 6 and I want to use it!
But it is not available for Windows 7 and Windows 10, are there any plans for support? This leaves many users left behind.

For TLS and HTTP protocol, the best practice is to support a range of versions, and let the negotiation protocol to select the best version. This will support the largest range of users.
