Shortcut checkpoint after a fallback

since the fallback is PBFT, we can simply set the checkpoint already

requires info regarding sigs of the checkpoint from other replicas, which will be stored on the rep for further checkpoint. Such info will be generated on each rep only after fallback is finished so it probably requires one round of agreement, not really helping perf that much..
