Make notes / rating window optional

This should be a setting. Also when this is enabled, the "Automatically start the break" and "Automatically start next Pomodoro" should be greyed out - as these no longer make sense when using the notes popup windows. As part of this work, the values of these two settings should also be ignored if this new setting is true.
